1- Recognizing 45 million people are blind and 135 million are visually impaired
2- 90% of them living in the poorest countries
3- Significant economic impact on communities and countries
4- Most causes of blindness are avoidable and treatment available in cost-effective of all health interventions
5- Support vision 2020 global initiative by setting a national vision 2020 plan not later than 2005 with NGOs and private sector
6- Commence implementation of such plans by 2007 at the latest
7- Setting up a monitoring committee grouping
